Specifically, whoever approved the Michigan absentee ballot this year.

Edit: According to material posted in the comments thread for the above, the error is confined to a single precinct. Still, I'm of the opinion that *every* precinct's ballots should be checked carefully before issue, especially after the Florida snafu last time around.

On a happier note, the problem in Michigan appears to be an actual honest-to-god printing error rather than deliberate design, as in Florida; it was relatively confined; the state is rapidly moving to send new, corrected ballots; and our state has long ago taken measures to ensure the security of our ballots, including Verifiable Voter Records (the famous "paper trails") on our optical scan ballots. So at least in Michigan, we around here take our voting seriously.

Hell, we even have, wonder of wonders, a Secretary of State that puts her duty to the job over her loyalty to her party (article here).
