Apparently it really is that big - more about it in the comments on that post, and photos here and here. Supposed to be a photo somewhere of a VW Beetle parked between the treads, though I haven't seen that one for myself.
It's some sort of open-cut coal miner. The bit that looks like a circular saw is a bunch of scoops, and the rest is a conveyor belt.
