Dated December 24th, it's a response to the Red Cross on concerns expressed about conditions at Abu Ghraib, signed by Brigadier-General Karpinski and drafted by an Australian military officer (IIRC, working with JAG on exchange at the time, but don't quote me on that; the full transcript should be up on the website soon).
The key passage: 'As you will have noted, while the armed conflict continues, and where "absolute military security so requires" security internees will not obtain full G[eneva] C[onvention] protection as recognized in GCIV/5, although such protection will be afforded as soon as the security situation in Iraq allows it.'
Yup. The commandant of the camp admitted to the Red Cross, in writing, that they weren't adhering to the Geneva Conventions and wouldn't do so 'while the armed conflict continues'. However long that might be.
