Stats for journalists

A CNN article reports on a one-third increase in the suicide rate among soldiers in Iraq.

( But what does that <I>mean</I>? )

Edit: This article gives some different numbers - a similar total for suicides, but given as a much higher rate, presumably calculated on a different number of person-years. If those numbers are correct then the difference from peacetime would be statistically significant... anybody have a good source for person-years?

But one way or another, the CNN article is still dodgy.
